Lubbock is the newest major deregulated market in Texas. In 2021, Lubbock Power & Light transitioned roughly 70% of its customers into ERCOT, and retail competition rolled out shortly after. That makes Lubbock unusual: it's a city that spent decades on a municipal utility model and only recently gained the ability to shop retail electric providers.
For customers who were rolled into competition, Lubbock Power & Light is still the transmission and distribution utility — LP&L reads the meter, maintains the poles and lines, and responds to outages on the South Plains. The retail supply piece, however, is now open to any REP licensed to serve LP&L ZIPs. That's a smaller universe of providers than Houston or Dallas, but it's growing.
A portion of Lubbock is served by Southwestern Public Service (Xcel Energy) and remains on the SPP grid, where retail choice does not apply. If you moved recently or your bill lists Xcel/SPS instead of LP&L, your address may still be on the regulated side of town.
