San Antonio Electricity: CPS Energy Is the Only Game in Town — Here's the Playbook

CPS Energy is unusual on two axes at once. First, it's municipal: owned by the City of San Antonio and governed by a board appointed by City Council, which means its rates are set through public hearings rather than by ERCOT auctions or a competitive market. Second, it's a combined electric-and-gas utility, so most San Antonio households get both fuels on a single CPS bill.

Because CPS operates outside deregulation, San Antonio residents cannot shop retail electricity providers the way Houston or Dallas residents can. There is no equivalent to Power to Choose here. What CPS does offer is a portfolio of programs — Windtricity for 100% renewable energy, time-of-use pilots, and rebates for solar, weatherization, high-efficiency HVAC and smart thermostats — that are usually the highest-ROI way for a San Antonio household to lower a bill.

One thing worth knowing about San Antonio's electricity market: CPS's generation mix is diverse (natural gas, nuclear share in South Texas Project, wind, and solar) and rates have historically been among the lowest of major U.S. cities. That's the trade-off of a municipal utility — no competition, but generally stable, non-market-driven pricing and profits that flow back to the city's general fund rather than to shareholders.
